How to act in a persistent fog? Confusion, uncertainty, disorder, nonsense, chaos—these are the terms that dominate contemporary analyses of the world. Many share this strange feeling that everything is moving faster and faster, worse and worse, with no one in control. It must be recognized that our societies have no shortage of reasons to fear the future, and that future scenarios do not always rhyme with the best of all possible worlds.
How should we think about this new global chaos? Is democracy in danger? Is war inevitable, particularly in Europe? Is economic globalization under threat? Are technological innovations destructive to our model of society? Is Europe doomed to impotence? What about the South in this new global chessboard? These are, among others, the questions that structure this essay. They do not imply any fatality, any destiny.
ndeed, all scenarios are possible, from the worst to the best, from the most conflictual to the most serene. Indeed, the only virtue of periods of historical transition is that they can be shaped by human action. Depending on the political choices made, depending on whether democracies are stronger and the West less self-obsessed, depending on the principles that will be at the heart of international action—monopoly or sharing, discrimination or inclusion, the individual or the common good, nationalism or integration, democracy or coercion, etc.—very different futures are within reach. So, it's up to us.
